What should we use THE COLOUR OF HIS SKIN  or HIS SKIN COLOUR?
Are both correct?

They are both correct, however, I think there is a slight difference in nuance. Skin colour - descriptive. The colour of his skin - would be used in a slightly more political way e.g.   �Nelson Mandela �s skin colour was black. Nelson Mandela was proud of the colour of his skin. � 

However, �the colour of his skin� is quite natural in any utterance. I don�t really like �skin colour�.
