Hi
"When" is less specific and can be used in various contexts . "What time" specifically asks for the time a certain event should start.
Example:
When is the game? - Friday, next week.
What time does the game start? - It starts at 12 o �clock. |

I usually explain to my class that "what time" specifically means clock time, but "when" can be either clock time or calendar time. |
