the correct one is - I am looking forward to seeing you.
It is a simple gerund I believe.

You can use either of:
I look foward to seeing you OR I am looking forward to seeing you

Note in both of Jayho�s cases it is "to seeing" not "to see"--as the others have said, "to seeing you" is correct.
