i need a help. i can īt understand what the following sentence say although i look it up. would you please explain it to me.

Under UK opportunity laws, an employee didn īt use to discriminate against on the grounds of race, religion or gender.

My guess is:

According to British equal employment opportunities one cannot be discriminated while applying for a job regardless race, religion or gender.

But I suppose native speakers have a better version....

The sentence doesn īt quite make sense as it is. 

Under UK equal opportunity laws, an employee cannot be discriminated against on the grounds of race, religion or gender. 
I don īt understand why īdidn īt use to ī because this is still very much the law...
