Food and money is what survivors need most.
Food and money are what survivors need most.

Which of the above is correct?

I would say IS because food and money is seen as an entity here. People need both not only one or the other. But I �m not a native speaker.

Although both are commonly used, the "official" answer is that "food and money" is a compound subject, so it needs "are."
