Hello. If you say living on the streets it means you don �t have a home, without fixed abode and/or very poor. Otherwise, someone can be in the street, walking, etc... Hope it helps and feel free to correct me if I �m inaccurate!

roughly- house and building that line the street are "on" the street: "I live on Elm street"
 
Things that are where the cars drive are "in" the street: Glass from the accident was laying in the street."

If the number of the house is stated the p[reposition AT should be used - AT 25 Green street
