According to English grammar, the adjective comes first, so we say " simple past", but I have seen the two forms in English books. Thus, I think both are ok once the inverson of the words does not change the meaning! I hope it helps you!

Both are acceptable (both are adjectives when you say "simple past tense" or "past simple tense").  Just as with present continuous or present progressive, it depends on what the organization you work for uses.

I agree with Douglas. This web site uses both terms.

The index of Michael Swan s Practical English Usage lists both, but the entry for "past simple" refers the reader to "simple past".
