As far as I know," tall" is used to describe living things (people, animals, plants), in describing inanimate things you should use "high".
Things which can be high: fences, walls, mountains, hills, ceilings, clouds.
Things which can be tall: people, trees, animals, buildings, ladders .
We also say something is high when it is out of our reach or far above the ground:
a high shelf, a high window.

I agree with Bruce. A famous example is the announcers sentence in the television series, Superman: "able to leap tall buildings in a single bound"
