Despite the fact that the road conditions were extremely bad, there were no accidents. Or despite the road conditions being extremely bad, there were no accidents. |

Probably the most succinct combination is Despite the extremely bad road conditions, there were no accidents. You can also change the order: There were no accidents despite extremely bad road conditions. It sounds better to me to leave out the linking verb. Gi2gi s sentences are grammatically correct and contain the linking verb, but they seem excessively wordy to me. |

"In addition to the extremely bad road conditions, the weather was against us." Does this help? |
