why is here in 3rd person singular verb without s? is it a mistake or some special struvture???   I suggest he learn more.

It is the wonderful subjunctive mood. Rare in English, it comes after something which is a wish, a command or something that is uncertain. Quite often, it is ignored and the �s � is added - nobody would quibble.
