This sentence into passive:

"Tabloids normally pay attention to terrible stories"

Would it be: terrible stories are normally paid attenttion by tabloids or on tabloids?

You forgot "to". You can either say "Terrible stories are normally paid attention to by tabloids" or "Terrible stories are normally given attention by tabloids."
