Can anybody please tell me which sentence is correct:
 
Hurry up! The race starts in an hour.
 
Hurry up! The race is starting in an hour.
 
Also, can you please give me a short explanation.

The correct one is Hurry up! The race starts in an hour.
The Simple Present is used when future events are part of a timetable, schedule or calendar.

Both are correct, and a native speaker might use either tense.
 
As Kohai said, the race is on a schedule, so the simple present is correct.
 
Since we are interested only in this race, not in the whole schedule, the present continuous is correct, because this event is arranged/planned.
