Chechov ... WHICH Checow do you mean? The great Russian writer. (not the asteroid or the character from Star Trek - to define in detail which person you mean, to make it unique)

 

New York Harbor is practically a proper name or at least it starts with one (New York) and as with most proper names it does not require an article.
