Is this sentence correct to express prohibition in the past:
you weren�t to park your car there. meaning , you weren�t allowed to park your car there.

It�s correct, but the meaning isn�t exactly the same.
 
"You weren�t allowed to park your car there" is sort of a general prohibition.
 
"You weren�t to park your car there" implies that you had been told not to park your car there (specifically), but did it anyway.
 
It�s a small difference, but a difference nonetheless.
