Would you use who or what for a witch, a gost, a monster ...?

In my opinion, it depends on the situation. 
 
If you�re showing a picture book or a flashcard to your children, you ask "What is this?"
 
If you�re interested in a person wearing a witch, ghost or monster costume, you use "Who", like this -
Who played the Wicked Witch in the original "The Wizard of Oz" movie?

If the intended answer is a name, then use "who". If the intended answer is a thing, use "what".
