In my opinion it is "might live". Nothing is sure about the statement. "Who knows ?" = "Nobody can say for sure !"

The correct answer is b) will have lived. This option uses the Future Perfect tense, which is appropriate for actions that will have been completed by a certain point in the future. The sentence implies that by the end of the 21st century, it�s possible people will have completed the action of living on the moon.
