He is exhausted means he is very tired, physically.
He is exhausting means he makes others (mentally)tired of dealing with him. |

Just a note; you could also call this sort of person a drainer - a person or thing that drains. I�m not sure if this is British English? The Urban dictionary definition is better: A person or thing that for some reason (e.g. for being annoying, a whinger, a loser, or boring, etc.) drains one�s energy and general enjoyment of life. |
