Dear colleagues, Is it possible to say �half past fifteen or sixteen� if you mean �half past 3 or 4�? Also, quarter to seventeen if you mean quarter to 5?

No. In the UK, we say half past three etc.The 24 hour clock is used for train timetables and that sort of thing. It is usually written, rarely spoken. It is written as 15:30 and that�s how it is said fifteen thirty.
