The subject is "waste", which is singular, so "is". Bruce

Since they are talking about two kinds of waste, isn�t the answer are? Household (waste) and garden waste are collected to make compost. Household and garden waste are mixed together to make compost. |

Waste is countable, so if you want to separate the two kinds, say that household and garden wastes are collected. Bruce |

According to the Cambridge Online Dictionary waste can be countable or uncountable. I don�t know what the rules are for when it is, and when it isn�t.
