Here in the USA, we call it a USA Passport.
 
Passport to the USA sounds like a literal translation from an expression in a different language. For example, we have an expression in Spanish like the one you are trying to use but in the USA, you would say "ticket to the USA" instead. Hope that helps!

My question is
if I want to refer to a passport needed to travel to any country
do I use "to" or "for"
 
 
Passport to England.
or
Passport for England.
 
Passport to Australia.
or
Passport for Australia.

I don�t think we can really use the word "passport" in this way in English, as a passport allows you to travel to many other countries.
 
I need a passport TO travel. / TO be able to travel.
I need a passport FOR my trip to England. 
I need a visa FOR Australia.

I agree with FrauSue and Miss_Alelï.  We don�t say passport to or for + a country name.  We call the passport an American passport, and the sentences that Frau Sue gives are the only correct ways to use the word passport.
