Dear colleagues, Is the following sentence an example of passive voice? He ordered a beautiful tomb to be built in her memory.

The main clause isn�t passive, but "to be built" is a passive infinitive. So, I�d say that the sentence isn�t passive voice, but it contains a phrase that is passive.

Absolutely, Bruce, and to take the analysis a step further, it�s a good example of a complex catenative construction where that passive infinitival is the complement.
