"On" is the correct choice. i.e. He lives on 4th Street.

For that sentence you should use "on". He lives on Park Avenue.
However, you can use in for some situations. For example: Jenny and Tom played basketball in the street. (to show they were playing in the middle of the street)

Formally we should use �on � as the preposition of place with street addresses but informally locals will use �in �. For example, if I said �on � with my actual street name people would give me a blank look. Sometimes �in � just sounds better even though it is not grammatically correct.
