I dont think there is a rule. Grammatically both are correct, but according to natural english (every-day spoken english) the second form is more common.

It s generally considered incorrect - and inelegant - to end a sentence with a preposition but Miss Melissa is right in that the second form is more common in informal (spoken) English. |

Well, sometimes the preposition is part of a phrasal verb and cannot be separated from it.
Like:
"Did you put the hat on?"
"What are you looking at?
"Does he need a mop to clean it up?
