If something is stolen & you can prove it without any uncertainty then, along with reporting it, you should also post it in the worksheet comments. That way those people who are actually concerned about the ethical & moral implications will know not to download the worksheet in question.

This is far more effective than actually providing a link to the worksheet in the discussion forum. Doing this seems to correlate with an increase in downloads of the worksheet in question!

Yes, it is good to discuss matters of this nature (after all, that�s what the forum is for) but be careful not to encourage more unethical behaviour when you do so.

For my 2 cents worth... the individual who uploads the item should be the only one punished. To punish those who may not know about the origin of the resource is wrong. Now if we could tell which members downloaded the offending worksheet after a comment & report about it were made, then there would be a better case for penalising the downloaders. But, then again, not everyone reads the comments on a worksheet first & comments have also been known to be wrong!
