May be he has psychological problems or anti social. Also , he may have problems in being shy when he expresses himself
 
This essay also can deal with couples who suffer problems of communcation with each other. The wife always complains about her husband �s way of expressing himself. Instaed she should deal with David as he is , try to deal with him and improve his sociability .

I agree.. I think "David doesn �t speak up. I can �t hear him." would be the most suitable option to me considering this kind of exercises generally are to be completed with just one word...
 
However, and while speaking I �d say "loudly enough" as Mena suggested...
