Agony Aunt
It is a set of cut out cards that can be used to train all sorts of modal verbs. First of all, students receive jumbled cards and their task is to match a problem with the advice given by the agony aunt (as an introduction to this activity the teacher can discuss the notion "agony aunt" with students eliciting what it means). Then, students look for modal verbs and explain their meaning in the context. As a follow-up activity students can be divided into 2 groups (people looking for help and agony aunts. The first group come up with problems (real or imaginary) and write it down anonymously on a slip of paper. The second group randomly draw papers and think of an appropriate advice.
