Some of the verbs included in this list are not phrasal verb; ie. "apply for" "agree on"
A phrasal verb is a combination of a verb and one or two particles to form a verb with a different meaning; ie "run" = move quickly on foot "run into" = meet by chance.
In the case of "agree" you can simply "agree" or you can "agree on something" or "agree with somebody" but the meaning of the verb does not change.
