Pre-teach shopping dialogues and elicit the vocab for each shop. Set up a shopping street in the classroom, label each table as a shop and ask for volunteers to be the shop assistants (it works well with two people per shop). The rest of the class are the shoppers and are given a shopping list. Change roles once you feel that they have had enough practice.
To make it more realistic print off fake money from the internet http://www.icontactedyou.com/money.htm and find small slips of paper they can use for receipts.
