How to pronounce 2008?
I have found this:
The correct answer is two thousand eight. The word "and" in math (numbers) denotes a decimal, thus two thousand and eight is the number 2000.8 that date would be the year 2000 and 8 tenths of a year. or september 5, 2000. 2000 years plus eight tenths of a year which is 9 months and 5 days.

PRONUNCING: twenty oh eight is informal and exceptable by todays slang but be it noticed that "oh" is a word not a number. 20 zero eight sounds one syllable too long.

In english the word �and� does not stand for the decimal point.  The word point does.
 
In english you should always say the �and� between the Hundreds and the next tens.
 
EG:
2327.8
Two thousand, three hundred and twenty seven, point eight.
 
But if there is nothing in the tens column we would say
 
2307.8
Two thousand, three hundred and seven, point eight.
 
 
 
when you are talking about the 2000�s it is most common to say Two thousand and eight - just like proper maths etiquiette.
 
I hope this helps.

The 1980�s were called � the eighties�
The 1990�s were called �the nineties�

they say their numbers without the "and"

2008 - Two thousand and eight - British
2008 - Two thousand eight - US.

Click start / Control Panel / Text to Voice (or Voice)

Make sure you�re on the "Text to Voice" tab
Enter a number just the digits where you see "you have selected ..." click test and you�ll get an American accent saying the numbers.

Sorry, the text to voice are very useful but we should use them carefully. All what they do is to read the words as they are written not as they should be said. I have some of the most elaborated engines. Yet the designer let you the opportunity to control and set up some parameters to make some correction to how word should be said and pronounced.
To check this just try this sentence "I read a book yesterday." and "I read a book every day."

To come back to your point. "and" is used after hundreds when the number is more than one hundred.

Examples:

102 = One hundred and two
102.5 = One hundred and two dot/point five

But consider this

102 m = One hundred and two meters
102.5 m = One hundred and two meters and half or ...point/dot five/fifty

1102 = One thousand, one hundred and two
1102.5 = One thousand, one hundred and two dot/point five

But consider this

1102 m = One thousand, one hundred and two meters
1102.5 m = One
thousand, one hundred and two meters and half or ...point/dot five/fifty

For your example I think those who say "Two thousand eight"/"Two thousand eight dot/point eight." are right

Actually the Americans say "two thousand �n eight"... without really pronouncing the "and" ... and that�s why it sounds like they don�t use it. But in Canada you are most likely to hear both ways... also I do have American friends that put the "and" in there.. *shrugs* - matter of choice perhaps??
